For example this past summer in Western Japan a large earthquake occurred and it took roughly 2 minutes for the system to determine there was a danger, and then the warning was present for a few hours, but yet the Tsunami was not significant (or not present), so in this case the automated system assisted in the evacuation of a large city, even though the danger was not present (of Tsunami), just after they were shaken (and damaged) by a large earthquake. That being said there is now automation around the issuing of Tsunami warnings - but even the automated systems and meteorologist can't quite predict how significant it will be. Lightening strikes, construction, people activity create false positives and a few times a year, even today, false positive earthquake warnings go out telling people to prepare for heavy shaking. The warning system in Japan is world renowned, but it still makes mistakes. Japan receives 2-10 perceptible Earthquakes each day, and each one is capable of starting a Tsunami. Technology has advanced quite a bit, more money has been invested in these systems, sensors, public awareness and general understanding of how large earthquakes are formed (and how their associated Tsunami can be created based on the location, depth, and magnitude of the earthquake).
